Funds available to nonprofit and public eligible health care providers under the COVID-19 Telehealth Program

The COVID-19 Telehealth Program will provide $200 million in funding, appropriated by Congress as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, to help health care providers provide connected care services to patients at their homes or mobile locations in response to the novel Coronavirus 2019 disease (COVID-19) pandemic.  The Program will provide immediate support to eligible health care providers responding to the COVID-19 pandemic by fully funding their telecommunications services, information services, and devices necessary to provide critical connected care services until the program’s funds have been expended or the COVID-19 pandemic has ended.

CMS published a new document entitled “Toolkit on State Actions to Mitigate COVID-19 Prevalence in Nursing Homes.”

Compiled by the nation’s Quality Improvement Organizations, the document lists COVID-19-related actions the states have taken that affect SNFs. These actions are broken down into areas such as testing, cohorting, and personal protective equipment. While intended as a toolkit for states that may want to replicate steps others are taking, the compendium also may be interesting to providers who wish to see how various issues are being handled elsewhere.

Knowing whether a Personal Protective Equipment (PPE) supplier is reliable is challenging these days with all the pop-up PPE suppliers and PPE scams. To assist members, AHCA/NCAL has developed a list of PPE suppliers that have recently served long term care providers.

Guidance document is to assist long-term care facilities (LTCFs) with enrolling in the CDC’s National Healthcare Safety Network’s (NHSN’s) LTCF COVID-19 MODULE.

Testing in LTC

On May 11, the White House recommended to state governors to test all residents and staff in nursing homes across the country within the next two weeks. This is not an order from the federal government and as of May 12 no specific written recommendation has been made. However, it is expected to see states develop plans to put these recommendations into place to the extent feasible. AHCA/NCAL has developed testing guidance.

LTCFs that can request up to $3,000 from their state agency’s civil monetary penalty (CMP) contact to purchase communicative devices, including webcams, tablets and protective covers for such devices. CMS also observes that these communicative devices may be useful in conducting telehealth visits with residents’ practitioners. Certain CMP funds are held in reserve for states and may be utilized to purchase communicative devices, although CMS cautions that some states may not be able to fund communicative device purchases with CMP funds for all LTCFs.
